New to Balsamiq, can’t for the life of me figure out how to create a simple drop-down navigation tool bar. Is this simple feature available?

Thanks for the post and for the question - it’s a good one.
As a low-fidelity wireframing tool (as opposed to, say, a prototyping tool) we offer limited interaction.
As such, when you add a control - like the built-in ComboBox control - it’s static on the canvas. That said, you can achieve some limited interaction by creating a ‘before’ wireframe and an ‘after’ wireframe (one with the control collapsed, the other with the control expanded) and link the two wireframes so that, when you click the ComboBox it appears to drop down like so:
